The United States Commerce Department has announced the imposition of preliminary duties on solar imports from India, Indonesia, and Laos. This decision follows an investigation into alleged unfair manufacturing subsidies that have allowed exporters from these nations to undercut domestic US solar producers. The move introduces new cost dynamics for the US solar supply chain and affects international trade relations in the renewable energy sector.

Duty Structure and Findings

The Commerce Department has established high initial tariff rates based on its determination of foreign subsidies.

  • Indian Imports: Preliminary duties on solar imports from India have been set at 126 percent.
  • Other Nations: The US also proposed duties ranging from 86 percent to 143 percent for Indonesia and 81 percent for Laos on similar grounds of unfair subsidization.
  • Basis of Investigation: A US solar group, the Alliance for American Solar Manufacturing and Trade, petitioned the Commerce Department to investigate these subsidies. The alliance argued that these measures are necessary to protect American manufacturers who are investing heavily in domestic production capacity.

  • Import Volumes: According to BloombergNEF, India, Indonesia, and Laos accounted for 57 percent of solar-module imports to the US in the first half of 2025. This shift in sourcing occurred after the US previously imposed steep duties on four other Southeast Asian countries.
  • Value of Indian Imports: Solar imports from India to the US in 2024 were valued at $792.6 million. This figure represents an increase of more than nine times the value recorded in 2022.
  • Market Access: Industry analysts note that the newly established duty rate of 126 percent will make the US market largely inaccessible for Indian solar panel manufacturers due to the resulting cost increases.

Current Status

These preliminary duties are separate from the broader global tariffs recently proposed by the US administration. A final determination on this specific subsidy investigation is scheduled to be issued on July 6, 2026. Simultaneously, the US Commerce Department is conducting a concurrent antidumping duty probe regarding solar cells imported from India, Indonesia, and Laos.
